J1, J2 visa Stamp renewal

More details to this question:
Hello, I am on J1 visa & my husband on J2 visa. Our DS 2019 have been extended until May, 2020. My husband needs to travel internationally & therefore is going to get the new stamp from home country. I do not plan to travel past visa stamp expiry date. Can he (J2) apply for new stamp without me (j1) applying for the new stamp?

The J2  is dependent upon the status of the principal J-1 holder and is only able to apply for a work permit after arriving in the United States.  He may remain in the United States as long as the principal J-1 Visa holder has valid J-1 status. I think that if he wants to apply for a new status, it will have to be as something other than J2 since that is bound to your J-1.
