Can I take my neighbor to court for vet bill payment?

My neighbors dog was at my fence on our property trying to attack my dog through my fence. My fence line is at least 50 yards away from the property line. My dogs leg was injured and needed stitches. The vet bill was over $400. I asked the neighbor who owns the dog to reimburse me for the bill, but she refused. I have messages where she admits knowing what her dog was doing and refuses to reimburse me for the vet bill. Can I take her to small claims court for the vet bill? What are the chances of winning without having a video of the attack happening?

Yes you can take her to court. You would need to prove that she knew her dog was a danger to your dog.
