co owner doesnt want to return dog

More details to this question:
I have a co owner who doesn't want to return the dog to be bred. we had an verbal agreement for the dog to not leave Pensacola FL. but she didn't hold up her end. she moved to Virginia with the dog due to being in the military. when i asked her to give me the dog back so that I can breed her she told me no to come to her and breed her and that she will keep the puppies until they are able to leave. we also have a written contract that says i can breed the dog at anytime. I have the registration papers and it has the breeding and full rights in my name only. how can i get the dog back to breed her? i run a legit business and it is causing a lot of issues. i don't know when the dog will come into heat or anything and also in the contract i put the dog cant go into any homes and only be in her care. i only want to keep dog until puppies are 8 weeks then she can get the dog back. i am in pensacola fl she is in virginia.

Unless you are willing to spend thousands of dollars in legal fees trying to address this issue, its a non-starter and not viable. This is why "napkin" contracts are rarely of value.
