More details to this question:
Have 2 dogs. The County offered free spay w rabie shot. Their Vet. Proseeded the referal for the surg. One was spayed i had to pay a difference(she had tumors removed). The second surgery because she was over weight, was delayed depending on weight loss. Meanwhile she ran a fever to my surprise i was told she had a fake pregnancy that provoked infection in the uterus and if she did not get surgery immediately she would get Peritonitis and die. I did not have the resources to pay and nothing was done to try and see if the canceled Free surgery could apply, leaving me to do all i could to Pay for the surgery. She is my companion and the only love alive that my deseased son left me to take care. All i would need is to have the surgery money retuned so i can pay the loaned money. DO I HAVE A CASE?

I dont see a case here. A free spay is not a generic free surgery. If the surgey was other than a spay or neuter that would be at your expense.
