Dog attacked and hurt individual

More details to this question:
While out running a dog attacked and caused some injuries. The police called ambulance and they cleaned out the dog hair and grass, recommended going to minor med. for stitches. Minor med. felt it was a bad gash and said go to ER. Missed work. Animal control found dog and owner. Owner says sorry I don't have insurance because I have 5 kids and single. The house is a nice 2 story home. She refused to provide info about home owner. Police looked info up and the home is owned by Ellis Family Revokable Trust. They said they could not be required to pay any costs because they are a trust is that true.

If the dog had bitten someone before, then the dog owner is liable for damages. If the dog had bitten before and the homeowner (the trust) was aware of this bite, then the homeowner/trust would be liable for damages.
