More details to this question:
Livestock attacked by dogs. Will homeowners insurance cover the attack and that bills if the homeowners insurance does not know that the dog owners have the dogs? What are my options at that point? I know I can sue them in civil court but how do I get reimbursed if they don't have money?

There is no way to know the answer to the questions posed other than by taking your chances and see what develops. Otherwise if the bad people are judgment proof you may not have a remedy unless you have your own insurance coverage.
