Pet Lemon Law

More details to this question:
I got a puppy from a local breeder about 4 months ago now (just over 4 months), he's now 6 months old, and he's having some bad health issues that were diagnosed on his recent visit to the vet. The biggest one is he has a ruptured/torn ACL ligament in his knee, which is something you would expect to see in an older dog, or a dog who was involved with an accident of some form, which he hasn't had any. Is there any thing that the Breeder should do about this at this point? or does the Pet Lemon law apply here where I should be asking
