More details to this question:
I have a service dog because I am in a wheelchair and new landlord is charging me for pets do I have to pay this fee? I know in hotels they don't pay but what about in this case?

No. A legitimate service dog is NOT a pet and charging pet fees for a legitimate service dog is an ADA violation.
