In 2007 my brother was charged and convicted for aggravated assulat under the 10-20-life law in the state of Florida and in 2016 aggravated assulat was removed from the list of crimes able to be punished under the 10-20-life law but couldn't be applied retroactive and this year they passed s.b.704 and it's dealing with retroactively will this new Bill help my brother
