Are bankruptcy lawyers required by law to collect their fees in full before they file a bankruptcy petition on their clients' behalf, or are they allowed to bill clients and submit petitions with just the court fees and credit counseling certificate up front?

Yes, your attorney just like everyone else cannot ask for money after your bankruptcy has been filed. All fees must be paid before filing.
