More details to this question:
can i file bankruptcy on payday loans. i am a resident of tn however at the time i took out the payday loans i was living in oh with tn as permament address on file due to being military dependant.

Yes, payday loans are usually dischargeable in bankruptcy (I assume that's what you meant by "file on") as long as they weren't incurred through fraud.  It has nothing to do with where you live.
