Yes, you can file bankruptcy assuming you are eligible to file under one of the bankruptcy chapters.  However, I think the question you meant to ask was whether or not the restitution debt is dischargeable in a bankruptcy case. If the restitution was ordered as part of a criminal case, then it is not dischargeable.
