I filed for bankruptcy in North Carolina, after a few months I loss my job. I made an appointment with bankruptcy lawyer and he it nothing could be done. I had problems keeping up the payments. I moved to Fairbanks Alaska for work. I received a notice that the trustee was going to court to dismiss my bankruptcy, another letter came with a court date. Then I received a letter saying my bankruptcy has been dismissed for non payment.
Assuming that the bankruptcy court did not issue an order barring you from filing again within a certain period of time, yes you can file another Chapter 13. If you have lived in Alaska for at least three months, you will need to file in Alaska - not in North Carolina. I suggest having a consultation with a bankruptcy attorney where you live.
