Can I sue a courier for intentional misconduct?

Courier was delivering mail to the wrong boxes in my neighborhood, and delivered a large check that I needed to someone else. I went into to complain, and the manager was rude to me even though I was extremely nice and just wanted my first class mail (I am going to go bankrupt unless I receive this check). I called the postmaster general to complain. I had my employer void the check and resend it, but it has not appeared even though it has been mailed. I am going to become insolvent unless I receive this (large) check in the next month and it is giving me a large amount of anxiety. Can I sue the postal office or the manager if the next check is not delivered in a timely manner? I think they are delivering my mail wrong on purpose because I complained, and at this point my 2nd check looks like it got "lost" too.

Yeah, good luck trying to find an attorney to take a case like this. A lawsuit because your feelings are hurt by your apartment manager or because a postal employee made a mistake is going to require you to have damages in the tens of thousands of dollars and I would expect anyone willing to take this on to require a retainer of at least $5,000.

In recent years many people have had reason to complain about the mail. But deliberate mis-delivery or theft of mail is relatively common. At this moment you do not know if the 'courier' (is this the mailman?) is responsible for the loss of the items. I suggest you get back in touch with your employer and sk him to employ a more trustworthy method of delivery. Many of us use Fedex or DHL, both of which have, in my experience, excellent records. Offer to pay the added cost (perhaps $15 - $20) of using that service.
