This is a more complicated question than you think. First off, it depends on what type of bankruptcy you originally filed. Second, it depends on what kind of bankruptcy you intend to file now. And finally, filing in a different state has no effect on the answers to the first two questions.

Yes. If you received a Chapter 7 discharge, you can file a Chapter 13 in any state. The Chapter 13 will stop all creditor actions including garnishments, foreclosures and reposessions.
