Is it still the law to be Mirandized before being arrested?

More details to this question:
Indiana, I was arrested for the first time ever at 4 am house surrounded over a unpaid dog ticket and failure to appear wasn't told why I was being arrested wasn't presented with a warrant till I was locked up and wasn't read my rights or offered a seat belt in police car.
