Is it true that housing code violations in Syracuse NY are not dischargeable in bankruptcy?

That depends on the specifics and which chapter of bankruptcy you are talking about.  Fines or penalties payable to a governmental unit (which I assume is what you are referring to) are not dischargeable in Chapter 7 or 11, but may be dischargeable in Chapter 13.
