More details to this question:
I got a 5 day notice for eviction.i did not want to stay there so before I got my 24 hr notice lock out.I started to move my things.During moving my stuff at night someone came and changed my locks and locked me out my apt.I did this on 8/4 .Yesterday my old neighbor told the 24 hr eviction notice was placed on my door.Are they allowed to change my locks before that 24 hr lock out ? That doesnt seem fair.I have a video on my phone trying to enter my apt and the locks are changed.

Properly no. However, there are often issues here about whether you abandoned the property n which they could because its not retaliatory( in theory). You should contact the property manager and have a Sheriff let you back in to get your stuff so you can get out.
