Mortgage nightmare

My mother in law quit claimed her house and retained life use about 20 years ago. During that time a mortgage was taken out. 4 years ago she passed and my brother in law was the executor who is not cooperative. We have been paying the mortgage for 4 years. My mother in law was a hoarder and the house is in such bad shape the town has an order that no on can live there...we agree. We have been trying to get into a position to do something with the property. Today we find someone from Chase bank on the property with a final walk through order in her ipad. When I called Chase the customer service says the house is not in foreclosure. The property preservation people will not talk to us because we are not the executor. I find no notice of any foreclosure online. The property has been my husbands for 20 years and the house was not in the will only the mortgage.
