More details to this question:
Currently in chapter 13 and I need to get it dismissed as I can longer afford to stay in the plan. Also I need the money being paid in the plan so I can pay my income taxes that I owe and pay my medical and veterinary and other bills. What is the process and or forms that I need so I can petition the court of the eastern district of texas. I am not sure if I can contact the court and ask them what the process is.

If you filed without an attorney, you are responsible for knowing the laws and procedures and how to file Motions, such as a Motion to Dismiss your case.
