Generally, Chapter 7 does not discharge parking or speeding tickets. Chapter 7 may help you get your license back, but you will still eventually have to pay the tickets. Chapter 13 will allow you to pay for your tickets over time.

No, a chapter 7 does not clear tickets (the correct term is discharge). Tickets and other criminal fines are non-dischargeable. Generally, chapter 7 discharges most unsecured debt and taxes more than 3 years old. Also non-dischargeable are student loans and child support.

A chapter 7 clears all unsecured debts. It cannot clear most taxes, student loans or other priority debts. You may be able to clear a 2nd mortgage. A chapter 13 creates a plan which requires you to pay a certain percentage of unsecured debts and sets up payments for the secured debts so you can keep more assets than in a chapter 7.

A discharge in Chapter 7 "discharges" all debts which are dischargeable under the code. In general, criminal penalties are not dischargeable, however, civil matters are generally dischargeable. You should consult an attorney to see if your particular ticket is a criminal or civil penalty.
