I receive a notice that lawyer is making making a published filing.

Typically, when a legal case has been published, it means that the decision was important enough that the legal reporters included it. Legal reporters are books that publish court decisions determining what legal decisions impact future legal matters.

It is not a usual term in the district's where I practice. Why not call the lawyer who signed the Notice?

"Published filing" is gobbledygook. It means nothing. This lawyer is from a collection agency (if the lawyer is even a real person) and they hope it scares you into paying.
