A resturant I eat at is not letting people use all of their gift certificates

Their policy is if you use everything on your gift certificate but $3 they will not give you your new amount (or left over amount), they also will not give you a cash refund if you use all the money on the certificate except $1. I would like to know if this is illegal.
Whether this is a lawful practice depends, among other things, on whether the terms were announced or somehow communicated in advance and whether, under the totality of the circumstances, they are commercially reasonable. There is the additional problem that these kinds of sums are not practical to sue for.
