Can a company be held liable for a boiler they installed but does not nor ever has functioned properly?

More details to this question:
In 2015 we had a new propane boiler installed replacing an oil system with a cracked tank. Despite multiple attempts by the installers it has never heated our home as well as the old system. We had a propane company attempt to fix the situation, the original company agreed to come and co-evaluate the problem. They didn't show, they didn't return voice mails. . What recourse if any do I have

If it is still under warranty, you can sue for your costs of repair.
