I MADE A $14,600.00 BUSINESS DEAL FOR PRODUCT THAT WAS DELIVERED IN LESS THEN SATISFACTORY CONDITION. OTHER PARTY ADMITS BUT REFUSES TO CREDIT OR REFUND ME.

In order to obtain redress, it is likely that you will be required to retain counsel to sue in the locale where the supplier resides.
