Can i keep the change from what a customer owes me?

More details to this question:
I own a convenience store in the State of Virginia, I recently (4 Months ago) let a customer charge $26 to a "Charge Account." And they promised to pay it the next Friday, Well They never paid it, and they keep coming in the store and buying things, and I keep On telling them that they need to pay it, but it does no good, I was wondering, Legally, If i could keep the change from what they buy and put it towards what they owe me?

I would not recommend it but try this: after their next purchase, before handing them change, say "How about I apply this to your account?"    Can't hurt to ask.....
