Can I sue the navy for fair credit act, and clear my credit?

More details to this question:
the navy clams I owe them 20,000 dollars of a sign on bonus I never recieved. after a year and a half with telling my superiors, that I have not received any bonus money, I decided to leave, in October of 2008. Since then the navy, says I owe them the 20,000 dollars and has been effecting my credit.
