More details to this question:
I looked at the Terms of Service for a game I play for. It says that anything you buy with "Nexon Cash" or "NX" is their sole property. First of all, to get the "Nexon Cash" you have to pay online, on your phone, or a prepaid card like those prepaid credit cards. You then redeem the online currency onto your account and you purchase in-game items with it. So is it illegal for this company to do this? The company is Nexon America and the link to their ToS is the following.

You need to read the entire terms of use. You license, not purchase, virtual items on this site. It's like renting a movie from Netflix -- you don't own the DVD, nor do you own the movie images; you merely have the limited right to exhibit the movie for personal purposes. Same thing here.
