Do I have to file for small claim in the other persons state or mine?

A lady came and got a furniture set off me through marketplace on Facebook and needed to do payment plans so I wrote up a agreement that stated the dates she would pay etc until the full amount is paid. She signed the agreement and went on her way. She is from Waynesburg Pa and came and got it from my house in clarksburg wv. She is about an hour away but in another state. She has ignored and put off the payments and has missed every single one and not paid anything towards this furniture. I have game her multiple times and wrote up a letter of demand and told her we’d be doing a small court claim if not paid in full within the 2weeks from the latter of demand. It’s now past that and as she claims she still is going to pay for it she has not and ignores/ makes excuses. I need to know if I need to file the small court claim here in wv or would I have to file in Pa since that’s where she is from. Can I get my money back for filling the small claim the fees and stuff if I win?
