How can I get my name off an auto title

More details to this question:
A friend purchsed a car in California on 7/24/22 and put the title in my name only. I now want to transfer the title to them for free but they will not sign the title transfer papers or give me possession of the car. I do not want the insurance liability. How can I get my name off the title? I am willing to transfer the car to charity or anyone else.
