How can Virginia suspend my license over a tow??? When I as in anoter state speaking to a state trooper who was with the vehicle????

I moved from Virginia to Florida 6 years ago...my car broke down in Virginia and considering we had no place to go we drove a rental to Florida. We immediately contacted state trooper theysaid they would contact a towing company and have them take the vehicle in exchange for the tow. Now because the towing company didn''t hand in the license plates I have to pay Virginia DMV $600 before I can get a license in Florida can someone explain how this is my fault?
It isn't your fault, but you are responsible for the return of the tags that were yours, unless they were destroyed or stolen. Apparently you failed to make a timely claim and the $600 charge has "stuck." States exercise reciprocity with one another in some cases, and you will not be able to get a Florida license until you clear up your situation with Virginia.
