Is a signed purchase order a legal binding document?

More details to this question:
This company purchased 2 message boards from us and short changed our invoice. They called my supplier to find out how much we had purchased the items for. They were told we were given a credit therefore, had thee audacity to take it upon themselves to under pay our invoice. They took the right of crediting themselves for that. Is that legal? Can she go to my suppliers to see how much they originally sold the product to us?

Generally a signed purchase order is an enforceable contract, assuming that it contains all the necessary contractual terms.  While I know of nothing that would prevent your customer from seeking information about your costs from your supplier, that would no justify breaching the contract by paying less than the agreed price.
