LLC Operating Agreement section regarding member dispute

There are 3 members in our LLC. One member has become disgruntled with the member percentage split. The operating agreement has a section regarding Dispute Resolution. It allows; First, all members can try to resolve the dispute. Second, it would go to Mediation. Third, it goes to Arbitration Finally, Pennsylvania law shall apply in any such subsequent action or proceeding.
