More details to this question:
I am the co-signer and now that the paperwork is being processed. they switched it up and made me the primary borrower. How can they just do that? They have/had my consent for me to be the co-signer but not the primary?

There is no legal distinction between being a co-signer and a primary borrower. You are on the hook either way.
