Visitation right

More details to this question:
My sister has two children,a boy 13 and a girl 11,she divorce the husband(not the children biology father),now he want to keep the kids every other week,but he lives in a two bedroom apartment ,and the girl sometimes complaint about the father's friend makes her feel uncomfortable.Now my sister would like to know how she could keep and raise the children herself.

Your sister will need to consult with an attorney. The "default setting" is that both parents are entitled to be with the children. If your sister wishes to cut off the father's visitation rights, she will carry a heavy burden and will need the assistance of an attorney.
