What can I do if the College attorney and the College dean fail to resolve my complaint?

My name is Francisco Pedraza. Mr. Jose Rivera, the former vice president at Del Mar College, discriminated against my disability when he banned me from the College on June 25, 2009. He did this due to me calling Amy Jones, a professor at Del Mar, several times and causing her to treat me like a criminal. I have OCD.
I sent a fax to Sandra Valerio, the former dean of student engagement and retention at the College, regarding Mr. Rivera''s and Mrs. Jones'' discriminatory actions towards me in May 2011. She responded to me in a letter on May 26, 2011 stating that when you have the issues that caused you to be banned by Dr. Rivera under control, you may contact me to discuss your re-enrollment to the College. She told me if I e-mail, call, or fax any other College office about this issue that the College may notify the police.
I filed a complaint with the U.S. Department of Education''s Office for Civil Rights in June 2011 due to my mistreatment by Del Mar College. Not happy with outcome.
You will need to review the DOE's determination with an attorney. It appears that whatever action the school took against you that was "discriminatory" took place in 2009, not 2011, and may now be subject to applicable statutes of limitation.
