What license(s) will I need to obtain before starting up a motor scooter / motorized bicycle import business in the United States?

I want to buy motorized bicycles, the bicycle motor kits, and scooters from a Chinese manufacturing company and resell them in the US. These products will be powered electrically and by gasoline. However, none of these vehicles and motors provide enough horsepower to travel faster than 35 MPH. --- which means my target buyers will likely not need to obtain a state driver''s license to operate them.
In addition, my future business plan includes expanding this import business. Later, I want to selling franchise licenses for my import business. What license(s) will I need to get started and make this all happen? To-date I have neither bought nor sold any products. I am starting from the ground level as it were.
Federal law may deem these products to be non-conforming motor vehicles, and it may be illegal to sell or operate them on public highways.
