What should I do with a telemarketing company calling me past 9pm in Wisconsin?

DegreeConnection.Info has been calling me non stop sometimes up to 8 times a day. However I would never keep the phone number, I had asked them in the past to take me off the list then yesterday they kept calling all day and when I answered they would hang up, but last night (Sunday May 6th) at 9:46 pm they called and hung up. Enough is enough, I have researched they can not call past 9pm, and when I called back today because the number they are now using differs than before, after on hold for almost 20min I hung up only to have a return call from the same number within minutes asking for some woman, I said that person is not at this number but then that was it the woman hung up on me. So I called back they said they are closed at 9pm and that was not possible. Also denied hanging up on me. I am tired of these companies taking advantage of people. I do not have the money to go get a lawyer, Is there action I can do on my own or a lawyers office that works on % of winning?
