What to do about payroll check fraud?

More details to this question:
I have a business I got a few payroll checks that bounced (my business cashes checks) the people refuse to pay and the county attorney refuses to prosecute what can I do?

You would sue the payor of the check, and the party who endorsed it over to your business.
