Age discrimination

More details to this question:
Is it age discrimination if an employer, a private high school, determines annual raises based on years worked with less going to the more senior employees? For example all teachers who have been there 1-7 years get 3% increase, 8-19 years get 4%, and 20+ get 2%. Not done by merit, but strictly length of service with the more senior members receiving less.
