Am I being Discriminated On?

More details to this question:
I am enrolled in a community college. The college receives financial aid. I am enrolled in a developmental math class after taking a math placement test. Financial Aid Guidelines are: you must maintain a 2.0 gpa in order to maintain eligible for financial aid, in addition this is the school policy. So I am in the math that I placed in and the teacher tells me that I must get 90% on my quizzes and test in order to pass. In addition, the course is divided up in modules three modules each module requires a quiz and a end of module test that you must score 90% or you fail. If you fail the mid-review quiz you can't go on to the next portion until you pass the previous portion you failed. Is this ethical or legal if it jeopardizes you financial aid because of the 90% requirement you might fail the course because you have fallen behind or haven't met the 90% requirement on the quiz, when student federal aid guidelines states a student must maintain at least a C average of 2.0.

It may or may not be ethical, but an attorney can only help you with answering a legal question.  I know of no law that makes it unlawful for the school or professor to grade as you have described.
