Being bullyed by a neuighbor because I am handicap

I refuse to listen to his music being played so loud it rocks my windows, so put in a compliant once again. Spent last night calling the police due to being afraud he was going to go to far intot the bullying of making fun of me and trying to talk by making fun of me. There yard is so close i heard one young man say give me some money and bang I can take care of her. So I had to call the police twice . I have service dogs and everytime I had to go out they would verbally attack me and make fun of to the point of having me over hear them say what they could do to me. Is there anything more I can do to stop this actions? This has been going on for years. I no longer feel safe in my yar or home.
