Brother arrested

More details to this question:
Im living in New Jersey with my brother, he's 19, he was unaware of what jaywalking and he was given a ticket crossing a route. But then the officer searched him without finding anything, my brother is a student and is a very good person and then cuffed him and put him in jail. I just want to know if he had the right to do that because I feel like this incident has affected my brother, can an officer really arrest you like a criminal for something as crossing a highway in New Jersey or anywhere else ?

jay walking is a minor violation which would result is a summons. jay walking would not be the cause for an arrest. why was your brother arrested ? what was in your brother's pockets ? did he 'obstruct justice' by failing to give the correct name ? ed dimon, esq.
