Is it illegal for a neighbor to take a cell picture with knowledge but without permission of an across the street neighbor or from yard to yard, yard to street, or street to street? This incident occurred June 23, 2015 immediately after a 72 mph shear wind storm which resulted in a tree on city owned next-to-street grass strip dropping limbs that blocked the street, also behind our street park automobile, and behind our driveway parked automobile. My husband and I dragged the limbs over to the only nearby vacant street spot which was across the street on their side of the street. The neighbor took videos of us clearing these tree limbs to restore the street and our drive way back to safe conditions. She showed the phone video with my and my husbands image to her family and friends. It is undetermined if these images were transported on data lines to emails or facebook. We said little during the incident due to focusing on the job of clearing the tree limbs.
