I'm not sure from the information you provided what your question is.  Many senior apartments have age restrictions and do not allow a younger person to live there, and limit over night visits.  If your grandson was just visiting then the apartment has to allow that.  however, if he was living there, they do not have to allow that as they are restricted to people of a certain age, and they are permitted to do that.
