Dress code for outdoor public place

More details to this question:
The town of Wildwood New Jersey just passed a law to enforce a dress code on the outdoor public boardwalk. This law states things like must wear shirts _and shoes, and no saggy pants. Is this law constitutional? Can local government dictate what is worn? If not what action do I as a citizen take?

an employer can dictate required clothing. the state, absent public safety and nudity, cannot. you should be the test case.  the case will be expensive but you will be succcessful. ed dimon, esq.
