Second question relating to VA HIPPA violation. The VA does not have any encryption or protection on veterans medical or mental health records. I was told by the local VA Privacy Officer and Patient Advocate that VA goes on an 'integrity' system to ward off HIPPA violations, trusting its employees to do the right thing. You can request that your records are marked sensitive which only allows the VA to track who accesses, when it was accessed and what was accessed but they don't openly disclose this to its employees. I asked if I went to a physical therapist would he/she have access to my mental health records and the answer was 'YES'. I stated that why would he/she. I was told that there is no way for the VA to limit access since all medical and mental health records are accessible by any VA employee.
