HOW DO I HANDLE THIS POLICE MISCONDUCT?

when my landlord passed away, i was paying my rent to his live-in girlfriend. Then a guy came and intriduced hiself as his brother. I DEMANDED FOR HIS IDENTITY BUT HE ONLY GAVE ME HIS PHONE NUMBER. After paying him weekly, i stopped. HE THREATEN ME THAT HE WOULD SHOOT ME IF REFUSED TO PAY. I called the police of EAST ORANGE but the Police did nothing for 19 months. After I made many complaints to Essex County Prosecutors Office, the police wrote an incomplete and bogus report on 8/20/13 by an officer NOT present on at the scene when I called 1/22/12 UP TILL NOW, NOTHING WAS DONE. I ALREADY MOVED DUE TO FEAR. Please what can I do??
