19 year old stopped twice within 2 weeks has court on July 30, disorderly conduct because he cursed and no bell on bike which was the reason for second. the boy ran because he was scared and had more than the legal amount of weed on him which resulted in a chase involving 6 other officers which 1 officer jumped on his back knocking to ground ,while another officer held his head down with his knee while being hand cuffed already, another officer kicked him in the face.

For a federal civil rights claim three years. For a state claim against municipality you have to first file a notice of claim within 90 days of the incident. Then have an additional year to file a state claim against the municipality. You have one year to file a state claim against the officers.
