I believed I was discriminated by my employer

More details to this question:
I am a black man and I have been employed with the county for 28 years. I have been passed over for promotion many times. I recently have been working out of my title for the last 5 years as the buildings custodian. Two week ago the dept. head brought in a white male as my supervisor, as the buildings custodian supervisor, with no experience. I would like to know can I bring the dept. head on a discrimination charge.
